Two people are each facing a felony charge of child sexual abuse in Sequoyah County District Court following the forensic interviews of three juveniles in January.
Billy W. Long, 39, of Sallisaw, and Leeann R. Elkins, 37, of Muldrow, were both charged on May 8 and warrants were issued for their arrests the same day, according to court records.
Long received a $10,000 bond and is to have no contact with the alleged victims. He is facing an additional misdemeanor charge of domestic assault and battery in presence of a minor. After entering a not guilty plea, he is now scheduled for a July 1 preliminary hearing before Judge Matt Orendorff.
Elkins’ bond has been set for $7,000 and her warrant remains in effect.
Sequoyah County Sheriff ’s Investigator Cindy Smith said she received a report from the Sallisaw Police Department in January in reference to a minor allegedly viewing sexual material.
According to the affidavit, three minor children disclosed that when they spent time with Long, alleged sexual incidents had reportedly occurred.
One of the children told authorities that Long did not allow them to close or lock the door unless they were changing clothes. The minor also stated that Long had reportedly told the minors “that he was a lot skinnier” and weighed the children when they were in his care. If he felt the children weighed too much, he would allegedly make them do workouts.
It was also alleged that Long had repeatedly beat and choked another adult individual at a residence in Sallisaw in front of the minors, according to the affidavit.
One of the minors said Long had taken them to Elkins’ residence where the two went into a bedroom and closed the door, while the minor listened from outside as they engaged in alleged sexual activity. Long also reportedly brought up sexually explicit photos of Elkins on his cell phone and showed them to the minor.
Another minor stated Long had anger issues and used a paddle to whip them with. The minor also alleged that Long calls the minors names, such as coward, before allegedly slapping them and pushing them to the ground.
At a residence on Wildhorse Mountain, while Long and Elkins were seated on a couch, Long reportedly asked Elkins to expose herself to the minor and she did while he watched. Both Long and Elkins then reportedly went into the bedroom where they engaged in sexual activity. One of the minors also alleged that Long had made them sleep in the same bed with both Long and Elkins.
It was also stated that when Long went to a residence later on to pick up the children, they were reportedly hiding from him under a bed so they wouldn’t have to go with him, according to the affidavit.
Smith said she made contact with Long but he said he’d have to make contact with his attorney before speaking to the investigator. Smith said she has been unable to make contact with Elkins but did receive an email from someone claiming to be her.
Smith said when she asked the person who claimed to be Elkins to go to their nearest law enforcement agency to confirm their identification, she did not receive a response back. The case was then sent to the District Attorney’s office for review.
District Attorney Jack Thorp said if found guilty of child sexual abuse, it is punishable by imprisonment in the custody of the Department of Corrections not exceeding life imprisonment, or in a county jail not exceeding one year, or by a fine of not less than $500 nor more than $5,000, or both imprisonment and fine.
